No. JTV PLAYON is made for viewers outside Japan, so it works without a VPN. VPNs are only needed when trying to reach Japan-only services such as TVer, and those often block VPN connections anyway.
QCan I watch NHK, NTV, TBS, Fuji TV and TV Asahi?＋
Yes — terrestrial channels from the Kanto and Kansai regions are carried live, together with BS and CS channels.
QDoes it work on a TV, or only on a phone?＋
Both. The dedicated Android TV box turns any TV with an HDMI port into a Japanese TV; the network-only plan runs on Android TV, Fire TV, phones, tablets and PCs.
